Marc Samuels directs HillCo Partners' health care and pharmaceutical practice in Austin, Tallahassee and Washington DC, representing the business interests of clients before state and federal legislators, regulators and other elected officials. With 15 years of experience in politics, he provides clients with valuable insight and expertise in the inner workings of state and federal government and regulatory agencies with oversight over Medicare, Medicaid, and other public and private health care programs. Samuels is widely recognized as one of Texas' brightest minds on health care issues.Ó He has been described by colleagues and former senior staff for then-Governor George W. Bush for which he worked as being tireless, resourceful, fully informed and well prepared.Ó Samuels specializes in health policy analysis and advocacy, including Medicare and Medicaid payment and coverage policy, the Medicaid rebate program, new models of care delivery to chronic populations and other public and private health care finance issues. Prior to joining HillCo Partners, Samuels spent five years leading his own lobbying firm. Previously, he served as executive assistant to the Commissioner of the Texas Health and Human Services Commission, Health Policy Advisor to then-Governor George W. Bush and as a White House policy aide to Bush's father. Samuels was also active in President Bush's 2000 campaign as well as the campaigns of Florida Governor Jeb Bush in 1998 and 2001, and the special election of Senator Kay Bailey Hutchison in 1994. Samuels is a board member of the University of Houston Health Law and Policy Institute. He attended the University of Texas School of Law, Yale School of Medicine and the University of Michigan.
