Biography
Carl Richie is a member of the Legislative and Regulatory Affairs practice group. His area of concentration is administrative law and legislative representation. Prior to joining Gardere, Mr. Richie was a member of the Public Law Section of Mayor, Day, Caldwell & Keeton, L.L.P., where he developed and managed its legislative practice. Mr. Richie represents clients before the Texas Legislature on a broad array of public policy issues. Additionally, he represents clients in administrative matters in the areas of campaign finance, electric utility regulation, environmental regulation, financial services, housing, occupational licensing, tax issues, and workers' compensation before state and federal agencies.
Mr. Richie has extensive experience in the area of electric utility regulation and advises clients on this issue. Mr. Richie has represented energy clients before the Public Utility Commission of Texas in base rate, business combinations, mergers, fuel reconciliation, fixed fuel factor, fuel surcharge, fuel refund, rulemakings, and transmission proceedings. Additionally, Mr. Richie has represented clients with power marketing applications before the Federal Energy Regulation Commission.
Mr. Richie previously served as Deputy Chief of Staff in the Office of the Texas Governor. During his tenure with the Governor's office, he served as Interim Director of the Texas Ethics Commission. Mr. Richie served as a legislative assistant to two state senators. He began his legislative career in 1983 while serving as a Fellow to a member of the United States Congress.
In March 1991, Mr. Richie was one of 60 individuals to be named as A Rising StarÓ in American politics by Campaigns and Elections magazine. Mr. Richie was one of 35 individuals from across the country in the executive, judicial, and legislative branches of state government to be selected to participate in the Henry Toll Fellowship and was elected President of the 1993 Henry Toll Fellowship Class.
