As founder of Legislative Solutions Deborah C. Ingersoll is widely recognized as both a pioneer and a powerhouse in the field of professional advocacy. Capitol Inside, an authoritative on line guide to Texas politics, gave Ingersoll a Top 25 power rating from a field of nearly fifteen hundred registered lobbyists. With hundreds of professional relationships and more than fifteen years of experience in professional advocacy, Ingersoll is uniquely positioned to help her clients succeed. Ingersoll was a part of the team that successfully pushed the Texas Lottery law in 1991 as well as the landmark Telecommunications Deregulation law in 1995. Yet she is most proud of helping elderly widows of policeman and firefighters in her hometown of El Paso. When a pension fund used strong arm tactics to try to recoop years of overpayments made because of it's own mistake, Ingersoll donated her time, savvy and network of connections to help pass a law that forgave most of the debt and will protect others in the future. Her sweeping knowledge of the process and the people in it are just part of the reason why she is one of the most effective lobbyists in Texas. Ingersoll currently represents Southwestern Bell Telephone, Texas Chiropratic College Foundation, Coalition to Revive Charitable Bingo, Dynacq Healthcare, Waste Control Specialists Inc. and the Texas State Troopers Association. Ingersoll is also one of the top fundraisers for legislative candidates and organizes hundreds of events for members of both political parties. She has a high level of access to legislators and the trust and respect of republicans and democrats alike. Ingersoll was an entrepreneur and innovator at a young age. As a 26-year old mother of three children she founded Reference Guides, Inc. It quickly became the premier research and publishing company on the legislature and state wide elected officials.
