Policy analysis; legislative strategy and advice, lobbying House, Senate, Executive Branch and most state agencies. B. A. in Political Science from Texas A&M University. Law Degree from University of Houston Law Center. Studied Comparitive Laws and Constitutions at Oxford University in Oxford, England. Served in U. S. Army Airborne as First Lieutenant. Eight years in Army Reserve. Elected to the Texas House in 1980 at the age of 28. Authored the creation of the Texas Department of Commerce and passed a complete rewrite of the Texas Election Code. Also led the way for construction and management of prisons by private enterprise, and co-authored a complete revamping of the Texas Railroad Commission which regulates oil and gas and trucking.
