Merrill Davis manages numerous public affairs campaigns for a variety of clients in Texas, guiding them from strategy through implementation.
Davis is an expert in message development, coalition building and community outreach campaigns, shaping communications systems to achieve individual clients' legislative and regulatory goals. Her approach revolves around bringing out the best in her clients and using every available resource to communicate their positive vision to other stakeholders. For each client, Davis works to custom-tailor a plan that engages a support base of employees, retirees, vendors, government affairs representatives, third-party allies and other stakeholders.
In addition to campaign management, Davis has conducted grassroots and message training, and has developed campaign proposals and plans, public affairs trend analyses, lobby- and grassroots-monitoring databases, legislative handouts, employee mobilization materials, news releases, opinion editorials and television advertising, among other materials.
Prior to joining Public Strategies, Davis worked for a Texas-based consumer organization to create training programs for new policy initiatives within the electric-utility industry. She also served at the Governor's Energy Office, focusing on the State of Texas Energy Policy Partnership's development of a statewide energy plan. Additionally, she contributed to a research project for the National Science Foundation that analyzed the evolution of federal domestic spending programs.
